Why has Cornwall and the Isles of Scilly qualified for a Convergence Programme?

Cornwall and the Isles of Scilly qualified for Convergence in 2005 because its economic performance between 2000 and 2002 had been below 75% of the European Union average. Convergence is the third significant European programme (following 1994-99 Southwest Objective 5b and 2000-06 Cornwall and the Isles of Scilly Objective One Programmes) that we have benefited from. The only other Convergence area in the UK is West Wales and the Valleys

Who manages ERDF Convergence?

At a national level the Department for Communities and Local Government (CLG) is responsible for ERDF.

Local partners are engaged through the ERDF Local Management Committee which is chaired by CLG and includes representatives from our local authorities, the Local Enterprise Partnership, the private, community and environmental sectors, the trades unions and representatives from national government and the European Commission.

What is the ERDF Convergence Programme?

European investment in the Convergence Programmes comes from two sources, the European Regional Development Fund (ERDF) and the European Social Fund (ESF). Each fund has its own Convergence Programme, with specific objectives and priorities that complement each other and contribute to sustainable economic growth.

What is match-funding?

ERDF investment of approx. £311.4 million (approx. €458m) has been supplemented by investment from the UK public sector, known as match-funding. Public sector match-funding has come from a combination of local, regional and national sources. In addition, private sector investments, known as leverage, are vital to the success of the aims of the Programme.

What is the Operational Programme?

The ERDF Convergence Operational Programme is the document which describes the overall objectives, more detailed priorities and financial allocations for the investment of European Regional Development Fund money in Cornwall and the Isles of Scilly.

What is Commissioning?

The ERDF Convergence Programme aimed to make fewer, more strategic investments than the Objective One Programme. To achieve this, investments were commissioned and there were very limited opportunities for bidding into the Programme.
